Shall be qualified to evaluate compliance with the terms of Agreement, including any agreements or programs incorporated therein. Not an agent of any parties. Independent - has had no previous business relationship with Host Organization. Appropriately licensed, certified, and qualified. |

Review Host Organization's reports required by Agreement and certify Host Organization's compliance with the terms of Agreement. May conduct interviews, review documents, and otherwise have same access to materials and employees as Reporting Agencies, as per Agreement. Monitor may offer anonymity to all persons interviewed, absent certain conditions. |
